David J. Lazerwitz is Co-Chair of the firm’s Renewable Energy and Clean Technologies Practice Group and a partner in the Environmental Law Department. He focuses his practice on federal and state environmental and natural resource laws, permitting and land use matters.
Mr. Lazerwitz advises public and private clients on a wide array of issues arising in the renewable and traditional energy, electrical transmission, manufacturing, water services and agricultural sectors. His compliance and permitting practice focuses on water quality, wetlands, environmental impact analysis, endangered species, hazardous waste and federal public lands issues, and responding to agency inspections and administrative enforcement actions. Mr. Lazerwitz has extensive experience in all aspects of project and site development from orchestrating overall permitting strategies for complex large-scale development projects to securing individual permits and approvals.
Mr. Lazerwitz possesses significant federal and state court litigation experience, including more than a dozen federal appellate arguments in environmental cases. In his litigation practice, Mr. Lazerwitz represents clients in federal and state court and administrative proceedings in actions arising under the National Environmental Policy Act, California Environmental Quality Act, Clean Water Act, Federal and State Endangered Species Acts, Federal Land Policy and Management Act, Porter Cologne Water Quality Control Act and other federal and state environmental and natural resources laws. He has extensive experience in defending federal citizen suit actions. Mr. Lazerwitz leverages his past experience as an attorney with the U.S. Department of Justice’s Environment and Natural Resources Division in negotiating and resolving multi-party disputes involving the U.S. Environmental Protection Agency, Bureau of Land Management, U.S. Fish and Wildlife Service, NOAA Fisheries, U.S. Army Corps of Engineers, state agencies and public interest organizations.
Mr. Lazerwitz is listed in Best Lawyers in America in the areas of Energy Law, Environmental Law and Natural Resources Law (2016-2017). In 2014 the Daily Journal named him among California’s Top 50 Development Lawyers and in 2013 he was named among the Legal Media Group’s CleanTech 100. He received the 2010 California Lawyer Attorneys of the Year (CLAY) award for his pro bono efforts to secure a federal ruling protecting California deserts from off-road vehicle impacts. He has been listed among the Northern California Super Lawyers in environmental law for the past several years. Mr. Lazerwitz is a frequent speaker on renewable energy and federal land management issues.
