Chris Locke, Partner
Chris Locke, a senior partner and former chair of the Environmental Law Department at Farella Braun + Martel, has more than 23 years of experience in counseling and representation of clients in all areas of environmental/land use law and litigation.
Mr. Locke's practice includes assisting clients with complex project development strategies, CEQA/land use and related entitlement proceedings, air quality/climate change, water quality and hazardous waste issues, cost recovery litigation, and defense of federal and state enforcement actions, private attorneys general actions and citizen suits. He has experience with all major federal and state environmental, health and safety statutes, including the Clean Air Act, the Clean Water Act, CERCLA, EPCRA, ESA, FIFRA, NEPA/CEQA, Proposition 65, RCRA and TSCA.
Drawing on his experience as a former federal prosecutor, Mr. Locke's practice includes grand jury representation and defense of criminal enforcement actions. He is also a member of the firm's Product Law practice, emphasizing product liability defense, regulatory representation and product stewardship and sustainability.
Mr. Locke's clients represent a wide range of public and private interests, including education, consumer products, manufacturing, mining, real estate development, scientific research, technology, telecommunications, transportation, and wine businesses. He is a frequent lecturer and author on developments in environmental law, product law, criminal enforcement and defense, trial strategy and evidence.
Before entering private practice, Mr. Locke served as an Assistant U.S. Attorney for the Northern District of California, San Francisco, and as a Trial Attorney in the Criminal Division of the U.S. Department of Justice, Washington, D.C. He began his professional career as a Legislative Assistant to Congressman (now Senator) Christopher Dodd, and served on the investigative staff of the U.S. House of Representatives' Select Committee on Assassinations.
