On January 9, 2026, CalRecycle withdrew its proposed regulations implementing SB 54 in order to make revisions primarily applicable to food and agricultural commodities. CalRecycle plans to announce another 15-day public comment period in the near future.

As a reminder, SB 54 is California’s extended producer responsibility (EPR) law for packaging, and its official name is the Plastic Pollution Prevention and Packaging Producer Responsibility Act.
