On March 19, 2026, CalRecycle submitted the most recent version of its proposed regulations implementing SB 54 to the Office of Administrative Law (OAL) for approval, and OAL has until May 1, 2026 to either approve or disapprove the proposed regulations.

As a reminder, SB 54 is California’s extended producer responsibility (EPR) law for packaging, and its official name is the Plastic Pollution Prevention and Packaging Producer Responsibility Act.
