David Lazerwitz provided commentary in the Daily Journal article "Plan for Off-Shore Turbines Likely To Generate Many Billable Hours." 

In the article, David noted that we are still a long way from actually developing projects and there are a few hoops that still need to be gone through as part of the process. He thinks this advances in a broad sense a plan for the federal government to work with the state of California in identifying and leasing specific areas for offshore wind development.
