SB 54 Regulations Should Be Approved or Disapproved by Early January 2026

On November 24, 2025, CalRecycle submitted its proposed regulations implementing SB 54 to the Office of Administrative Law (OAL) for approval. By statute, OAL has 30 working days after submission to approve or disapprove proposed regulations, which means that it should be acting on the proposed regulations implementing SB 54 by January 9, 2026.

As a reminder, SB 54 is California’s extended producer responsibility (EPR) law for packaging, and its official name is the Plastic Pollution Prevention and Packaging Producer Responsibility Act.
