California Public Utilities Commission Institutes Rulemaking to Consider Updates to Energy General Rate Cases

On September 3, 2026, the California Public Utilities Commission (CPUC) instituted a rulemaking proceeding to consider updates to energy General Rate Cases (GRCs), which are proceedings in which the CPUC conducts its primary review of investor-owned utilities' spending plans. 

According to the CPUC’s press release, the rulemaking “will consider revisions to the CPUC’s existing Rate Case Plan (RCP) to further standardize GRC filings, streamline the GRC process, and address legislative requirements.”  Those legislative requirements include AB 2666 (CPUC to review differences from forecasted costs), AB 2847 (CPUC to determine whether cost estimates should be required in certain circumstances), and SB 254 (addressing wildfire mitigation planning).
