CalRecycle Holds Informal Regulatory Concepts Workshop for California’s Textile EPR Law

On August 13, 2026, CalRecycle held one in a series of Textile Stewardship Informal Regulatory Concepts Workshops to solicit feedback on regulatory concepts related to implementation of SB 707.

As a reminder SB 707, the Responsible Textile Recovery Act of 2024, is California’s extended producer responsibility (EPR) law specific to apparel and textiles. Under SB 707, “covered products” are broadly defined and encompass a wide variety of apparel and textile items – such as shirts and dresses, leisurewear and athletic wear, formal wear, everyday uniforms for workwear, handbags, knitted and woven accessories, bedding, tablecloths, fabric window coverings, and pillows – and it will have significant implications for those throughout the supply chain.

The August 13 Workshop included discussion of CalRecycle’s proposed regulatory concepts, including:

• Proposed definitions, including those related to “covered products,” collection sites, and determination of whether a seller is excluded from the definition of “producer.” Regarding the exclusion from the definition of “producer” for sellers with less than $1M in "annual aggregate global turnover, CalRecycle’s proposed definition for “annual aggregate global turnover” would specify, among other things, that it is total annual gross revenue, regardless of whether generated from sales of covered products or from sales occurring within California.

• Proposed concepts intended to clarify requirements applicable to “online marketplaces.”

• Proposed concepts intended to clarity requirements for PRO submittals.
