The deadline for CARB reporting on Personal Fragrance Products is March 31, 2026

Under CARB’s Consumer Products Program, March 31, 2026, is the deadline for responsible parties (i.e., the entity listed on the product’s label) to report certain information for Personal Fragrance Products that have 10% or less by weight of combined fragrance ingredients.  That information includes:

  • Product sales and composition data for the year 2025, and the entire product label, for products sold or offered for sale in California; and

  • Research and development efforts to achieve the 50% by weight VOC standard, which will apply starting on January 1, 2031.

For responsible parties that do not create their own formulas, CARB directs that contact information for the formulator is to be provided.

CARB will be posting an interactive Personal Fragrance Products Reporting Tool (PFP-RT) for responsible parties, and will send out the Personal Fragrance Products Reporting Tool for Formulators (PFP- RTF) to product formulators listed in the submitted PFP-RTs.
